Maximising Social Value from Public Sector Procurement

Maximising Social Value from Public Sector Procurement

Date: Wednesday, 18/10/2017

Time: 09:00 - 14:00

Venue: Glasdir, Plas yn Dre, Llanrwst

There is continued recognition of the critical role that social businesses play in delivering innovative, person centred public services in Wales. Yet, the 2017 Social Business Mapping Report shows declines in the extent to which social businesses serve the public sector.

This workshop will explore the opportunities for social businesses in the delivery of public services, examine in detail provisions around reserved contracts and support businesses, and look at some of the innovative practices taking place across Wales and further afield.

Who Should Attend?

This half-day workshop is aimed at social businesses who want a better understanding of how to maximise opportunities from public sector contracts.

Learning Outcomes:

Through a mixture of presentation, discussion and practical exercises, participants will gain a better understanding of public sector procurement and how we can better engage social businesses in the delivery of innovative public services.

Specifically the workshop will:

- Review the current public sector procurement context
- Provide an explanation of terminology and processes involved
- Review EU procurement thresholds
- Explore barriers to bidding
- Provide an understanding of reserved contracts and supported business provisions.
- Discuss exemptions in the EU procurement regulations which benefit social businesses.
- Outline support provided by Social Business Wales
